I've never heard a worst theory about drug use. The toll on the US economy is staggering because of the threat of used needles spreading hepatitis and other diseases. Public funds are used treat addiction. In Washington State hospitals are required to treat everyone regardless of income. Guess who pays for that? The taxpayers do.
