AC TRANSIT invites applications for the position of: Senior Project Manager - Sustainability SALARY: $136,475.00 - $162,978.00 Annually OPENING DATE: 12/07/21 CLOSING DATE: 02/28/22 05:00 PM SUMMARY: AC Transit is actively recruiting for the position of Senior Project Manager - Sustainability in the Planning and Engineering Department. Under general direction; independently performs a variety of advanced level duties and responsibilities in the administration of the District's most complex and/or highest expenditure projects; and provides highly responsible and complex staff assistance. Leads or participates in the negotiation, implementation, and administration of agreements that have a financial impact on the District.. REPRESENTATIVE FUNCTIONS: Evaluates and recommends professional consulting services for assigned projects; develops and disseminates Requests for Proposals (RFPs) Requests for Qualifications (RFQs); and Invitation for Bids (IFBs); assists in the negotiation, preparation and administration of construction related professional services, architectural/engineering services, environmental management services and construction contracts; Manages the full scope of Construction implementation and oversight including delivery of projects on time and in budget by effectively managing consultants and support staff; developing project cost spreadsheets; monitoring and verifying progress milestones; performing independent cost estimates; reviewing and commenting on constructability and other related tasks. Evaluates engineering plans, drawings, sketches, specifications, calculations, cost estimates, and analyses for implementation. Ensures that projects conform with applicable County, State, and Federal codes and regulations, and are appropriate, cost-effective and in conformance with generally accepted principles of construction and design. Coordinates overall work products with other Senior PMs and District support staff. Provides leadership to the CM, RE and LAREs. Advises the Sustainability Program Director on all contract related activities such as changes to budget, schedule, or baseline documents that have an impact on the Project. Monitors the performance of the consultant staff team members and ensure that in the performance of their duties AC Transit's interests are protected. Provides technical advice in construction and environmental activities will provide assistance in construction sequencing and constructability issues. Advises the BRT Director on all construction related on-site activities to ensure the project construction objectives are met. Read, Use and analyze earned value methodology to manage the project budget to include cost-to-budget analyses (ETC, EAC, Trends, etc.) and the development of CM-related Invoice requests. Interfaces with Project Controls to manage contract changes affecting budget and schedule. Report on construction progress regularly to Sustainability Director and Executive Staff. Assists in the negotiation and resolution of contract changes, claims and other design, manufacturing, construction, testing, and operation and maintenance matters. Acts in a lead position in avoiding claims and risk management and assists in the resolution of construction disputes and formal claims of entitlement with the assistance of Design and Construction personnel. Facilitates coordination with Agencies Having Jurisdiction (AHJs) and community stakeholders to resolve impacts from construction. Enforces safety and safety best practices in all aspects of work performed by consultants and contractors Organizes, hosts and leads the construction meetings with the contractor and consultant staff Reviews and edits Sustainability Program Monthly Report, Climate Registry reporting and other reports as required. Develops, prepares, and monitors project budgets, submits budget justifications, and monitors and controls expenditures. Prepares or oversees the preparation of program budget forms, reports, and work sheets. Reviews and approves invoices from consultants and contractors. Monitors financial reports to ensure proper accounting of project expenditures. Coordinates with appropriate parties to resolve issues. Attends and participates in various board, agency, governmental and commission meetings. Makes presentations, as required. Develops and implements sustainability programs and climate action plans including tabulating, tracking and reporting GHG emission reductions Performs related duties as required MINIMUM QUALIFICATIONS: Education: A Bachelor's degree in Civil Engineering, Construction Engineering, Construction Management, Transportation Engineering or a related field from an accredited college or university. Experience: A minimum of eight(8) years of experience in managing the design and construction of transit,transportation and/or roads/bridges/highway construction projects, urban in-fillprojects, or transit oriented development projects, facility modernization projects, code compliance projects and the LEED certification process. License Qualifications:Licensed professional Civil Engineer in the state of California or ability toobtain CA license within 6 months of hire is preferred Desired Experience: A minimum of four (4) years of experience in developing and implementingsustainability programs in a commercial or governmental organization anddeveloping and implementing climate action plans along with tabulating,tracking and reporting GHG emission reduction plans. Desired Education: Graduate Degree in Civil Engineering, Construction Engineering, Construction Management, Transportation Engineering or a related field from an accredited college or university. Candidates who have earned credentials such as Certified Construction Manager (CCM), Project or Program Management Professional (PMP, PgMP), Certified Industrial Hygienist (CIH), Certified Safety Professional (CSP), or any LEED certification are desired ADDITIONAL INFORMATION: Physical Requirements: Must maintain the physical condition necessary to perform tasks in an office setting operating a computer, keyboard, and other peripheral equipment; safely drive a District automobile; and walk, stand, and climb short distances in construction settings in order to inspect the progress of assigned projects.
