pipe leaking in restroom

in restroom I see a pipe leaking. It has been leaking little by little from last time I got worked done in my home. Previous plumber did very bad job and left work undone but there a leak I discovered is happening from past 15-16 days. There is a sink hook up also needed. All pipes are all hooked but the previous plumber left half work completed. I can pay $100 for this job
