Good morning, Sacramento! Here's everything you need to know to get this Wednesday started off right. First, today's weather: Sunny and warmer. High: 71 Low: 40. Here are the top five stories in Sacramento today: Starting today, California's indoor masking requirement will end for vaccinated people. On Monday the state announced it would be moving from a mask requirement to a strong recommendation of indoor public masking for vaccinated people. As of Feb. 14, there has been a nearly 72% reduction in test positivity in California. Health officials say they are continuing to evaluate the masking requirement for school children. Everyone will still have to wear masks in schools, public transportation, nursing homes and other congregate living facilities. Last week, Sacramento and San Joaquin County officials said they'll follow the state's lead on the mask mandate. (ABC10)Frances Tennant has lived off of Garden Highway for nearly 70 years, and she doesn't plan on going anywhere anytime soon. So, when the SAFCA requested another portion of her property last month, she was not having it. SAFCA proposed taking a corner of her property to protect the Natomas Basin from flooding, but a letter sent to Tennant revealed a change of plan. That's good news, for now. According to the letter, however, SAFCA is still allowed to make major changes to her property, including removing any trees or vegetation. Tennant's rights to operate or drill around the area could also be restricted without limit. SAFCA declined an interview and would not discuss details regarding Tennant's property. The agency said negotiations with Tennant are ongoing. The agency also said it works to balance the needs of property owners along with the demands of implementing flood control improvements. (FOX40) A recent uptick in "hungry," aggressive mosquito activity is noticeable in the Sacramento region. Mosquitos in the region appear to be taking the warmer temperatures as an invitation to end their winter hibernation. "We never really had any hard freezes or very cold, cold winter to get rid of the mosquitoes completely, so these are mosquitoes that have been hibernating perhaps in your garage, in woodpiles or under the eaves of your home," Luz Maria Robles, with the Sacramento-Yolo Vector Control District explained. Robles said there are no signs yet of mosquitoes carrying West Nile or Zika, so officials won't be spraying to eliminate the pests. The district's chief recommendation always holds true: get rid of any standing water to cut down on mosquito breeding grounds. (FOX40) Srinjay Verma is a third-year computer engineering major at Sacramento State. When he first started coming to campus, he found it difficult to connect with other students outside of the classroom. Verma and three other Sac State students decided to try to solve the problem by creating Buzly. "I couldn't stand to open up my email and see the mess that comes out of my email," said Verma. "There's just notifications from my professor, emails from the different university programs, and I was just like 'there's got to be a better way.'" So the three set out to create a solution. "We're hoping to have Sac State roll it out in the next couple of months as an actual program, something you can see in a freshman checklist when you come to Sac State," Verma said.
