Offering a Cat I love very much

Cuddles up in my arms every single night. She's a loving cat. She can even pee on the toilet from time to time. But she doesn't like to pee in the litter box. She pees in random spots throughout the apartment. She harasses my other Cat. I can't handle it anymore and I don't know what to do... It's been like this for 5 years, nothing has changed. She needs to live alone or something, and with a backyard or somewhere she can pee or, I don't know, I don't know what will work. I'm 100% absolutely a b s o l u t e l y willing to take her back if things don't go well. I want this cat to survive until the end of it's natural life, I don't want you to ever take her to a kill shelter or have her put down, I want to take her back if it doesn't work out. This is just a random offer I'm really not expecting much, but, if anyone gets it... like gets this situation and wants to help, well, lets do it, because I can't afford to pick up pee with paper towels 7 times a day anymore, I don't want to my other cat screaming at the top of her lungs randomly again, and I don't know how to fix this cat nothing has ever worked.
