CARLSBAD, CA — Carlsbad residents in Districts 2 and 4 chose who they want to represent them on the City Council in Tuesday's general election.
As of Wednesday morning, incumbent Keith Blackburn held a lead over Lela Panagides for the District 2 seat, according to unofficial vote totals from the San Diego County Registrar of Voters. Teresa Acosta held a lead over Phil Urbina for the District 4 seat.
The City Council consists of an elected mayor and four elected council members. Each serves a four-year term.
The election of the District 2 and District 4 council members complete the city's transition from at-large council elections to district elections. The process started in 2018.
It was unclear how many votes remained to be tallied, and with the prevalence of mail ballots in Tuesday's election, it could be days or weeks before final numbers are determined.
There are still 370,000 ballots left to be counted, County Registrar of Voters Michael Vu announced Wednesday, but the county will not release additional results until 5 p.m. Thursday.
