Large Topiary Tree Needs Help

Description

We have a large Topiary tree that is 20 years old that has scaling on the leaves. It appears to be killing the tree that we really don't want to loose. Not sure if its some kind of fungus in any event looking to have someone qualified to come out and save our tree. Pic Enclosed
