Need someone to modify headlights

I’m looking for someone to modify my blinking headlights to the stationary ones (which I have headlights and brackets already) even if someone knows a shop that is affordable… I have a YouTube vid pulled up but would really like someone that is familiar.. seems pretty forward for a car person..
