Rehoming cockatiel

Hello, I recently bought a pair of cockatiels from here. One was in healthy shape the other, not so much. It is a male. He has a bummed foot that appears to have developed bumblefoot? His toe is definitely infected. I was told he was born with a bad foot. When we received them they were in a dirty cage and sadly he spent most his time on the floor grate. I think result to walking on there and the cage not being cleaned after them he developed that infection. His beak also seems over grown. He was just overall neglected to be honest. I'm hoping someone on here knows about birds and treating bumblefoot can take him in. If I can't find anyone then we plan on surrendering him to humane society.
