Gang Members on S. 4th Ave

Anybody living on S. 4th noticed the chaos that started 2 years ago.. Gang Culture, Multiple shootings, Drug violence, cars racing at 60 to 70 mph running into houses.., constant bumping of modified sound systems sub woofers that shake and terrify residents.?? If so would be interested in any possible solutions to deal with gang members that control this neighborhood. Sound Cannons? Lasers.. ? We shouldn't have to live in fear in this neighborhood,.. this is not South Central.. but feels like it.
