Brown female dog

There is a brown female dog wandering on Basswood Lane and Oak drive located in Kodak. It also looks as though she may have recently had a litter of puppies. She has a collar on with an attached green rope or leash. She is very scared and won't come to anyone. My neighbor put some food out for it to eat. If she is yours please come and get her because I am concerned she may not be able to free herself since she is dragging a rope or leash.
