Here are the top 3 stories in Savannah today: During Thursday's Savannah City Council meeting, a petition to re-zone the former Sears at Oglethorpe Mall was presented. The site has been vacant since March 2017 and the petition was to turn it into housing. The plan includes adding 240 apartment units that are targeted towards working people. (WSAV-TV) Justin Stephens, who was charged with shooting Christopher Starks to death in 2015, accepted a plea deal. Stephens pleaded guilty to voluntary manslaughter in exchange for the murder charges being dropped. Starks was a student at Savannah State. (WTOC) Documents posted by the Chatham County courts show that the vehicular homicide charges against Charles Livingston were dropped. Livingston had been charged in connection with the death of Savannah Police Department Officer Anthony Christie in 2018. Livingston's vehicle crashed into Christie's police car on I-16, killing Christie on the scene. Prosecutors told the judge that they "did not think the charges could be proven" and that the case should be dropped.
