Someone needed to align manual overhead garage door

Probably because of settling, I need someone to align a manual overhead garage door, so it fully closes & can be locked. I think the metal frame needs to be raised, at least on one side, so the lock will fit in the slot, & the top panel will slide down to fit flush with the wood frame. Also fix a non-working overhead light fixture---new bulb, new switch & new fixture, so it's probably wiring. Bid or hourly rate. Please respond with experience &/or references.
