Authorities said they are searching the area near Cascades Parkway and Woodland Road in Sterling. The man, Milah Grant, was arrested at Parc Dulles apartments on Thursday evening. The Loudoun County Sheriff's Office said he faced charges of trespassing and assault on a law enforcement officer. Grant is described as a 21-year-old Black man who is still sporting handcuffs, police said. Authorities believe he may have changed clothes with the assistance of a friend.
