Is my GTE-Sylvania electrical panel safe ?

Recently one of my 20 amp breaker keep tripping with nothing plugged in. I have checked all electric outlets finding no problems ( solid connection, no metal touching, no burn mark). I am thinking the breaker itself needs to be changed. However, when I search for correct part, information showing some electrical panel made by Zinsco (later bought by Sylvania) should be changed. I walked around my neighborhood and did a survey, one third of them updated their panel and others still using the old panel. My house was built in 1978, the panel is GTE Sylvania 390-205-09 225 amps 24 space outdoor. Anybody has the same situation and can give some advice? Thanks!
