Upgrade an electric breaker to arc fault

I have an older style breaker panel. Photos attached. Looking for an electrician to upgrade it to arc fault and install a new circuit for the kitchen. I need this done in two apartments. $1K per apartment. I will pay for permits. Please text or email if interested.
