Description
Reporting directly to the Finance Director, the individual selected for this position will work independently, and in conjunction with the City Attorney and department contract specialists to manage, supervise, perform, or develop policies and procedures for professional work involving the procurement of supplies, and services, including construction, using formal advertising or negotiation procedures; the evaluation of contract price proposals; and the administration or termination and close out of contracts. The work requires knowledge of the legislation, regulations, and methods used in contracting; and knowledge of business and industry practices, sources of supply, cost factors, and requirements characteristics. MINIMUM QUALIFICATIONS: Bachelor’s degree in Business Administration, Finance, or a closely related field 5 years of verifiable contact management experience 80 hours of continuing education credits in contract procurement Demonstrable skills or abilities required for position PREFERRED QUALIFICATIONS Master’s Degree in Business Administration, Finance, or a closely related field Certified Professional Contract Manager (CPCM) or Certified Commercial Contracts Manager (CCCM) DESIRED KNOWLEDGE, SKILLS and ABILITIES Ability to prepare contractual agreements Knowledge of current research methods Ability to obtain knowledge of vendor needs to fulfill their requirements Ability to collaborate with a legal team consisting of the City Attorney and office staff Ability to work with the City Attorney to ensure that the terms of contractual agreements are written in language that is legally binding and in accordance with the City’s objectives Ability to assist vendors in the fulfillment the terms of contracts; and/or ability to terminate contracts on mutually amicable terms Review contract terms and conditions to verify compliance with City policies and applicable federal and state regulations Ability to interpret and explain contract terminology to staff and other interested parties in layman’s terms Ability to ensure schedules of completion to submit drafts and documents in a timely manner Ability to proofread, edit, and fact-check legal documents for accuracy and consistency, according to a style guide if provided by the client; or guidance from the City Attorney to ensure the content is grammatically correct, and uses proper and businesslike form, style, and punctuation. Knowledge of Windows and current Microsoft Office programs (Word, Access, Excel, and PowerPoint). Knowledge of using Internet for information searches. Knowledge of use of e-mail to contact individuals and/or groups (both within and outside the City). Ability to communicate effectively, verbally and in writing, with the public, co-workers, and the City Council. Ability to establish and maintain cooperative working relationships with co-workers and those contacted in the course of work.
