please i need help with getting my 2cats shots and fixed n license before i lose

Please I moved in to a new house and I save 2cat from out side and now me and my neighbor got in to it so now she is calling ainmal control on me for the cat so now I got to get them fixed and license they was stray and now I'm try to make them a inside cat but the problem is ever time you open the door they run out and I dont know how to stop them and I dont get paid to the 28 if someone can help me get them fixed n license to i get piad i will pay them back I dont want to lose my baby please if anyone can help me inform on get them fixed n license ect. Please let me know
