Carts and baskets are taken by homeless that gather there (being it's a centralized location.) If you have a solution, please offer it. I suggest a SUPER cheap hotel with rooms equivalent to cells. And an increase of (1 day/ 1 hour) jobs, and an app like Yelp to assess (1 day/ 1 hour) employees.
