lost or stolen dogs

For the past three months my neighbors have been getting full breed dogs and leaving them outside until they can sell them. All I have seen my neighbors do all day and night is stay high out in their car, when I go to work and come home they are high out of their minds, and these poor dogs they bring over here are suffering. They are not feeding or taking care of them. The dogs go after my kids and small dogs when we go outside causing stress on my dogs and family. Last week they had a white pit bull, now they have a male husky with blue eyes. I tried to pet him, but he is very scared and hungry. We tried to feed him dry dog food, but he didn't eat that, so he hasn't been fed properly and eats nothing but table scraps. He ate chicken like he was starving and did wag his tail when I fed it to him. He won't come up close enough to be pet. We called the sheriff and they haven't been out here and I don't trust that they are going to come out here either.
