Sex Crime Defendant Removes Electronic Monitoring Device: Cops

JOLIET, IL — Kevin Spencer Jr., a 31-year-old Joliet resident charged by the Joliet Police Department in July 2020 with 14 sex crimes, is now wanted by Shorewood police in connection with two felony counts of escape. According to this week's criminal complaint, Spencer was conditionally released from the Will County Jail through an electronic monitoring program after his bail was reduced on Feb. 22, 2021, from $750,000 to $400,000. Spencer was ordered to wear a GPS monitoring device once he posted bail, and he was ordered not to have any contact with anyone under the age of 18 that is not his own child, court files show. Spencer has been represented by Joliet private practice attorney Eric Blatti in connection with his criminal sexual abuse and assault charges. On Jan. 13, Spencer's new criminal complaint stated, the Joliet resident "knowingly violated a condition of the electronic monitoring device without approval of the program or court and was required to wear it 24 hours a day, 7 days a week." The second felony escape charge states that Spencer "failed to charge his monitoring device for the required three hours a day, and he remained in violation for at least 48 hours from Jan. 13." On Tuesday, Will County Judge Dave Carlson issued a warrant for Spencer's arrest and set bail at $500,000. The warrant listed Spencer as residing in the 3500 block of Legacy Drive in Joliet. Spencer was not in custody as of Thursday. According to Will County jail records, Spencer had been incarcerated between July 28, 2020, and April 25, 2021, as he awaited trial in connection with his numerous counts of sexual abuse.
