Found young male cat - striped with blue eyes

A young cat showed up on my doorstep this morning. He is very friendly and clean looking, he smells like incense or cigarette smoke so it makes me think he is someone's pet. He is quite thin and is not neutered. He seems to be very scared outside, he shakes and cries incessantly. I did hear another cat crying like this outside but haven't seen it yet. It was windy this morning which can interfere with him being able to find his way home by scent. Maybe that other cat is his buddy and is lost too? I am near 13th Ave & Peoria Ave (just north of)
