Rehoming young male cat

I have to re-home my 13 month old cat he's a male not fixed yet. Due to unfortunate circumstances financially I have no choice. he has been with my family since November of last year but I cannot afford to give him the proper vetting or get him neutered.he has been around children of all ages and other cats but not sure how he would be about dogs. Behavioral wise he is great. He's a bit timid at first and may hide til he's adjusted but once he opens up he is a playful, affectionate cuddle bug. I just feel like he needs somewhere he can be properly took care of. I am epileptic so I cannot drive but can arrange to meet if interested in Ridely text for questions thanks for looking
