CHELMSFORD, MA — More than 1,100 people are without power in Chelmsford after a second wave of the storm blew through town Wednesday evening. Nearly 950 homes and businesses were without power in Chelmsford Wednesday afternoon, after the storm whipped winds with gusts of up to 50 miles per hour ripped through town.
