The owners woke up to discover that their dogs, a 7-year-old German Shepard named Shelby and Mo, an Anatolian Shepard, were gone along with their wallets and the car. A downtown business owner says shoplifting at his stores has gotten so bad he's having to charge customers a fee to make up the costs.
