BALTIMORE COUNTY, MD — One driver died and another was injured in a head-on crash on the Express Toll Lanes of Interstate 95 Sunday morning in Baltimore County, according to police. Jose Carlos Oviedo Herrera, 22, of Baltimore, was driving a silver Volkswagen north in the southbound express lanes, police said. Herrera hit a Ford-F-150 head-on, and he was pronounced deceased at the scene. Investigators said they had not determined why he was going the wrong way on I-95 south at the 62.4-mile marker. Police said the 36-year-old Bel Air man driving the truck was taken to Johns Hopkins Bayview Medical Center, and his 14-year-old passenger was also hospitalized. Lanes on I-95 south were closed until approximately 10:45 a.m., according to Maryland State Police, which is investigating the crash.
