He referenced the promotion of one of the soldiers standing behind him. When the soldiers remained silent, he said "clap for that, you stupid bastards".
When you're on good terms with someone, you can kid them. If I was looking for my phone, my friend could tell me "it's in your lap, you dumb fuck.". No offense would be taken, and we'd both laugh.
The context of Trump's "suckers" comment was talking to his chief of staff while he was at a military cemetery for D Day casualties in France, saying they were suckers to die for their country. Funny.
