Legal advice needed for landlord/tenant problem

I have been renting a storage garage in an apartment complex for about 20 years. They have been through a number of managers through the years and the new management says they did not do a very good job of keeping the billing and payment records up to date and correct. They are now claiming that I owe almost $500 for several months of missed payments and a number of fines for late payments. They say there are missed and late payments in 2018 and some going back all the way to 2012. I think these are ridiculous and highly illegal and that they are trying to use these accusations to try and get my property in storage which includes huge amounts of stereo and musical equipment a huge collection of collectible records, mechanic and carpentry tools, art, antiques etc. My payment for Decembers rent was returned as undeliverable twice. and it took three weeks to be sent back which seems highly suspicious to me. I finally sent it and January rent in a registered letter to make sure it was delivered. I am sure that there are time limits for collecting late fees and missed payments but I can't seem to find them in the codes. All I have found so far is mention of default for not acting in a timely manner but nothing definitive. I am looking for someone who has the time and know how to find out what the law says about time limits are, default clauses and the correct numbers for the relevant laws. I can pay a small amount for this information but am not able to afford to go to court or pay for regular attorney rates. I am disabled and currently suffering from a huge number of serious medical problems and have a very small income from SSI. The items in storage are not just valuable monetarily but are my daughters inheritance. I am totally stressed out by this and need to get this problem under control. I know that these people are in the wrong and are trying to take advantage of the fact that I am currently living at my fathers house in Washington about 300 miles from Portland and it is not convenient to travel to Portland to fix this problem.
