NORWICH, CT — A Norwich man has been sentenced to over three years in prison for his involvement in a drug trafficking ring, the U.S. Attorney's Office for the District of Connecticut announced on Thursday. An investigation into narcotics distribution and illegal firearm possession in southeastern Connecticut found that Victor Encarnacion, 34, of Norwich acquired heroin from a distributor, then sold it to other dealers and his own customers, the Attorney's Office said. And, officials said, he was doing so while on state probation for a narcotics distribution offense. Encarnacion was arrested on Feb. 21, 2019, and has been detained ever since. He was among 22 people that were indicted by a grand jury in Hartford on March 5, 2019, the state Attorney's Office said. On May 6, 2021, Encarnacion pleaded guilty to one count of conspiracy to distribute and possess with intent to distribute controlled substances. He was sentenced in Bridgeport to 43 months of imprisonment, followed by three years of supervised release. Royshawn Allgood, who distributed heroin to Encarnacion and others, pleaded guilty to a related charge, the Attorney's Office said. He was sentenced to 71 months of imprisonment on Jan. 3, 2020. The investigation into Encarnacion, Allgood and others involved court-authorized wiretaps and controlled purchases and seizures of narcotics and firearms, officials said. It was led by a state task force and several local police departments, among other entities. The case is being prosecuted through the Organized Crime Drug Enforcement Task Forces (OCDETF) Program which, according to the Attorney's Office, "identifies, disrupts and dismantles drug traffickers, money launderers, gangs and transnational criminal organizations through a prosecutor-led and intelligence-driven approach that leverages the strengths of federal, state and local law enforcement agencies."
