ANDOVER, MA — All travel lanes have reopened on Interstate 495 Southbound in Andover after a Wednesday morning tractor-trailer rollover. Traffic was backed up for hours, with most travel lanes closed just after the Interstate 93 ramp. As of 1 p.m. Wednesday, the scene was cleared and public safety agencies had departed, the state police said.
