Change 3rd Story Landscape Lightbulb

I have landscape lights mounted on our 3rd story exterior gutters. One of the lights is out. It may be as easy as changing a light bulb. Or, alternatively, the wires may need to be reconnected. I’m looking for a handyman to change the lightbulb, reconnect the wires and/or troubleshoot the issue. I have a ladder long enough to reach but I’m increasingly concerned about making the climb myself or doing so without assistance to help hold/secure the ladder. A small bucket truck would be safer but it seems cost prohibitive for the task. The job is probably one hour or less.
