Sick looking rooster in NSB: What to do?

Hi, On Sunday Jan. 23 I was in NSB and saw a white rooster who looked sick. It was missing feathers under and around both wings. In addition, under it's right wing there was a very dark spot about the size of a half dollar that looked as if an ulcer or wound was appearing (or hopefully healing?). It was a plump bird but looked as if it is beginning to wither. I feel very bad about it, but not sure what to do. I asked someone who worked in a shop if there is a group that tends to the well being of those iconic roosters but she didn't know. I hate to ignore the suffering of any animal, but I don't know anything about roosters or even how to transport one to a vet. I certainly don't want to be accused of rooster-napping, either! I would be willing to contribute to it's veterinary care, but need some guidance on who to contact to get the ball rolling. Any advice would be appreciated. Thanks in advance.
