MANCHESTER, CT — For the second time in less than two weeks, a business has been proposed to fill a vacancy in an old industrial space in Manchester. A Zoning Board of Appeals application was submitted this week for 642 Hilliard St., planning officials said. A variance is being requested to permit health coaching, psychotherapy and childbirth counseling services in Building 2 of. the complex, on the first and second floors. No timetable has been set for review. Just more than a week ago, a salon was proposed to take a space in the complex. Variances are needed because the building sits in an industrial zone. According to rental listings on Loopnet, the holding company Hilliard Mills LLC was founded in 2006 to restore, renovate and preserve the old industrial building. Restoration and renovation of the site has been "sympathetic to and accentuates the original architecture of the buildings, while offering modern, energy efficient amenities for today's business needs," according to the listing.
