Seen: black and tan dog

This morning I saw a small dog without a collar in Bunker Hill along Hwy 101, at the South Coast Shopper parking lot. Female or neutered male. Looked black and tan/brown, reminded me of a Chihuahua and pug mix. The dog walked up to my car as I was working, walked up to my door, but didn't have any interest in coming up to me personally. I tried a treat and some water and he just didn't want to come up to me, not aggressive just not interested
