Need electrician to check electric line that were cut & reconnect

Need electrician to check electric line that were cut & reconnect I had a laborer that was cutting insulation and cut into when cutting insulation and make sure that the new panel is connected correctly with adequate supply to each line that is run. The washer machine is currently somehow getting 240 volts when is should be lessor. Wrong voltage going from hot to ground, correct voltage going from neutral to hot wire. Everything is exposed/ easy access. Please reply with experience and availability and how much you would charge for 1 hour or labor to diagnose the problem and trace/ repair line. TEXT ONLY.
