LOST PHONE- downtown Billings

I have a friend that lost their phone near Billings Clinic emergency room. It's dark blue with a cracked screen, I believe it's a Samsung...not exactly sure the brand but I know it's not an iPhone. I have looked at the Billings Clinic ER waiting room and the lost and found, but we're thinking it fell out of their pocket outside on the sidewalk around that area. It will likely have a charger with it or near it also. This is their only way of communicating, they are homeless and we really need to find this. It has been about 2 weeks and everytime I call it, it's still been off, so I'm thinking it is still around maybe in the snow, in an alley, near the Crisis Center or hidden somewhere. We know the phone is dead though. If found, PLEASE PLEASE message me. Please please please. I can describe the charger and phone in further detail and unlock the phone too if necessary. Thank you.
