One Radiator Won't Work/Need Plumber, Handyman or HVAC Person

We have Gas Heat and Radiators (Water) in a 3 Family. One of the radiators in the First Floor Apartment does not work but the others do. I need someone to either come to see if they can get this one working--or walk me through what needs to be done--and be paid a Phone Consultation Fee. Whichever makes the most sense. If at all possible, I am trying to get this done before tomorrow night when we expect extreme cold temperatures. Please respond via email or text. I don't pick up the phone for Unknown Callers.
