Here are the top three stories today in Colorado Springs: Following two rate increases in 2021, Colorado Springs Utilities is proposing a decrease that would save the average residential customer about $15. A sample bill shows the proposal will call for a 7.3 percent decrease for electric and a 9.6 decrease for gas. The rate decrease will go into effect in February if approved by the board and city council. (KKTV 11 News) A December 2021 shooting in Colorado Springs is now considered a homicide. 36-year-old Ernesto Villagran was one of two men found suffering from gunshot wounds on Dec. 15, 2021. Initially, Villagran's wounds were seen as non-life-threatening, however, his condition declined and he passed away on Jan. 8, 2022. No arrests have been made and an investigation is underway. (KKTV 11 News) At-risk 18-25-year-olds will soon be moving into a new community of "tiny homes" near downtown Colorado Springs. 18 homes have been constructed for the site newly named Working Fusion at Mill Street. Rent for the tiny homes will be $600 a month and potential residents will be nominated from other human services organizations in Colorado Springs.
