PORTLAND, OR — Take a good look at the man in the picture. His name is James Kelly and he was found late Thursday after being missing for more than 24 hours. He had left his home to take Lulu for a walk. Lulu is the Chihuahua sitting next to him in the picture. She is still missing. Lulu should be wearing her pink sweater. Kelly has had a series of strokes and recently has been having memory issues and acting confused. Police add that he had his cell phone with him and they were able to track it to the area of Northeast 30th and Couch. There the cell phone died. He was found in the area of 28th and Glisan. If anyone sees Lulu, they are asked to call 911.
