Front brick stairs: Re-secure railings AND/OR Install 2 balustrades

Hello. I have 2 different jobs. Please respond if you can do either or both. I have an investment property on the Durham-side of Chapel Hill with front brick stairs with metal railings. See photos. Here are the jobs: #1 The brick piece at the base of the railing where it is mounted at the bottom on both sides has broken loose, which makes the railings loose. I assume it needs to be re-mortared or replaced? I just want it to be secure and able to support weight so the stairway is safe. #2 Two balustrades of the railing are missing on one side. I have the balustrades - I need somebody to cut them to size and spot weld them in place. No rush on this, but I would like to get it scheduled and done once we have some days with reasonable weather. Let me know your experience, when you can do the work, and your price for one or both jobs. Paying cash. I am not looking for the cheapest estimate, but rather the one that solves the problem and offers the best bang for the buck. Please don't respond unless you want the job and have time to do it. I ran a similar ad a couple months ago and didn't get followup from the guys who responded, which is why I am re-running it. Thanks for looking.
