WATERFORD - An Oakdale resident is $50,000 richer after purchasing a winning lottery ticket in Waterford earlier this week, according to the Connecticut Lottery. On January 10, Russell Bowen, of Oakdale, purchased a Powerball ticket from the Henny Penny Hartford on Road 23 in Waterford and won $50,000.
