Ed Mattox's Controversial Joliet Apartment Project Underway

JOLIET, IL — One year after the Joliet City Council voted 6-2 in favor of allowing Joliet area housing developer Ed Mattox's construction at Timber Point Drive to proceed, the 48 apartment units are well underway, and the units look to be occupied in the coming months. Mattox's apartment project is on Joliet's west side, near the southeast Frontage Road overlooking Interstate 55. Voting against the apartment project were Jan Quillman and Larry Hug. At the time of her vote, Quillman said Mattox has had five years of issues with his developments, leaving surrounding Joliet property owners around Timber Oaks angry. In a number of cases, the frustrated homeowners moved away from Timber Oaks altogether, Quillman said. "There's a history here with this man, OK? We've been dealing with this for five years," Quillman said a year ago. "The original ... plat five years ago was all condominiums and single family homes. It kept changing and changing. There were ingress and egress to build single family homes, and he abandoned that many years ago when this whole thing started." According to his website for Kipling Group, "Edward C. Mattox started in the home building industry working in various trades as a teenager. He has been involved in all aspects of home building and land development during his 40-plus year career. Ed's portfolio of projects includes having developed more than 18 residential subdivision communities and over 3,000 land sites." At the time of last year's Joliet Council vote, Mattox indicated he intends to build 48 apartment units on 6 acres along the frontage road and Timber Ridge Court.
