Engineer drawings, site plan for Tire shop

I'm looking to put a 60x40 metal building on my lot ( within Houston's city limit).To serve as a Tire shop.Im either going to buy a prefab building or one from drawings. Looking to hire a engineer to do site plan drawings etc all the things the city requires detention plan, parking lot analysis.I have the soil test, typo graphic survey done which may have to be redone since its been a few years.Im a Trucker and all of this is foreign to me, so looking for someone to give me a quote for their services.My City of Houston project number is 15027266.
