Help. Need experienced sick parakeet bird advice

I used to live in FL but now live north where there is no good avian vet in 4 hour radius. I took them to vet and they don’t do testing there and gave my baby bird pictured antibiotics. Bird has respiratory infection, ongoing sneeze, watery eyes, both affected, tail bob, tremors, no lime green droppings. It was in contact with a contagious budgie who’s been infected for 8 years with sneezing of what was thought to be psittacosis. Both birds after a month on doxycycline still have sneezing and not cured. 8 year old been on baytril with no response. This disease is contagious not fungal or viral. Has anyone cured a bird with chlamydia on doxycycline? How long it take for sneezing to stop? How many weeks? Did feathers around eyes grow back?
