Kicked their dog in public 8am

Breaks my heart...reposting this alert in Sherman oaks... Unfortunately when I was out walking my dog this morning, I saw a “neighbor” kick his dog. Before I could process what happened, he had already turned the corner and disappeared into a residence on Colbath between Milbank and Valleyheart. Had two possible pit/lab mixes, on the smaller side, one gray, one tan. The guy himself was probably in his 20s or 30s, white dude wearing a navy jacket with his hood up. (Not very helpful but he was still a bit far from me) If this sounds like someone you know, hopefully you can assess the situation closer.
