Need Mechanic or Locksmith? Truck wont Start...

I am looking for someone who can help me fix my 1999 Ford Ranger XLT 3.0 2WD. I am not sure if I need a mechanic or a Locksmith but I need someone who knows more then I do. Context: 1. The Key turns and truck has full Power on Dash. I hear no noise when the key turns at all but dash lights all shut off. 2. When the key turns to start lights shut off and nothing happens. 3. PATS system seems to work fine according to the book and key turns just fine? 4. The truck can be started by jumping the solenoid and starter and will stay running untill shut off where it will not start again with the key. 5. I have replaced the ignition switch same issue. 6. I repalced the igniton/key a while back not sure if this has anything to do with it. *So I am not sure if it is a Mechanical issue or a electrical/ignition issue. *I can pay someone $100 to fix it.....but has to be fixed even if it takes you 5 min or all day.....
