Free-range dog, possibly lost?

While hiking Fulling Mill, we spotted a shaggy brown medium-large dog, friendly but shy. It came down the bow-shaped side trail (possibly from Ocean View?). Orange collar. Looked in great shape, knew where it was going, but nobody was with it. Called out loudly, no humans in earshot. We saw it again after it had gone for a swim (see photo). I tried approaching gently, but it shied away and headed west. We figured it was a free range dog with a real sense of purpose, but that it wouldn't hurt to post here.
