Cass County's Carol Harbeke Lewis was awarded the Steamboat Award for 2021 by the Red River Joint Water Resource District during the 58th annual Joint North Dakota Water Convention in Bismarck in early December.
The Steamboat Award is given annually for distinguished service of management of water resources in the Red River watershed in North Dakota.
Harbeke Lewis grew up on a farm south of Page, learning about water from her father, Joseph Harbeke, who served on the Maple River Water Resource District for many years. After working as a legal secretary in a local law firm and farming for several years, she became the first Secretary-Treasurer for the Cass County Water Resource Districts and has served in that position for 38 years. She also serves as the Secretary-Treasurer of the Red River Joint Water Resource District and the Red River Retention Authority.
Harbeke Lewis worked on the West Fargo and Horace Sheyenne Diversion projects and the Maple River Dam, and currently assists the Cass County Joint Water Resource Districts with the acquisition of property needed for the Metro Flood Diversion Project.
