Electrician needed to re-feed subpanel

Description

Recently purchased multifamily home. The third floor panel is fed from the second floor panel. I'd like to re-feed the third floor panel out of the first floor panel. I'd also like to move some common area circuits from the second floor panel to the third floor panel. Included picture shows how the panels are installed in the basement. From left to right it goes first floor, second floor, third floor.
