Someone told me that there's nothing in the Health Code to require mask wearing in restaurants and bars and that the 'no shoes, no shirt' policy never was in the 'Health Codes' but was fabricated by restaurants who simply wanted to continue to their discrimination against black people at a time when they abolished black discrimination but 'racist' restaurant owners found a way to continue discriminating against 'black' people and the poor who could not afford shoes. Can someone please find a Health Code on mask wearing and provide it to prove this wrong?
